The Governor of Cross River State, Sen. Prince Bassey Edet Otu, recently welcomed participants of Executive Course 48 of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, to the State.
He described their study tour as a testament to Cross River’s growing profile as a centre for innovation, culture, tourism, and sustainable development.
The Governor, who was represented by his Deputy, Rt. Hon. Peter Odey (PhD), said the choice of Cross River for the tour underscores the State’s reputation as a hub for creative and economic advancement.
Addressing the study tour theme, the Governor emphasised that the Orange Economy is not a new theory for Cross River State. “Our flagship event, Carnival Calabar and Festivals, is the largest street party in Africa, a vibrant celebration of entertainment, art and culture. We have Tinapa, Obudu Ranch, pristine beaches, a thriving film and music industry, a growing fashion scene, and a youthful population bursting with creative talent,” he stated.
He added that the State’s alignment with the Orange Economy has diversified its economy beyond oil, creating jobs for youths. “It promotes our culture globally and attracts tourism revenue. It also drives digital innovation and strengthens the creative industry value chain.”
The Governor noted that NIPSS occupies a unique place in Nigeria’s national architecture as the nation’s foremost think-tank and highest policy institution. “The research, policy briefs, and alumni that come out of Kuru have shaped critical decisions at federal, state, and local levels. We in Cross River State have benefitted immensely from your alumni who are serving in key positions across the country,” he said.
Rt. Hon. Peter Odey assured the visitors that their visit would be an opportunity for mutual learning and that Cross River State would “take your recommendations seriously and domesticate them into our People-First Agenda.” He assured the delegates of the State Government’s full cooperation during the tour. “We are ready to open our books, our facilities, and our communities to you during this tour. Visit our cultural sites, engage our creatives, and see firsthand how we are building an economy powered by ideas and innovation.
Speaking earlier, the Director-General of the Institute, Prof. Ayo Omotayo, praised the resilience of the national institute, which commenced operations in 1989, pointing out that the course has never gone on strike since its inception. “This shows that the Nigerian nation can survive,” he said.
Prof. Omotayo noted that this year’s theme on the “Orange Economy” follows last year’s focus on the “Marine and Blue Economy,” reflecting the Institute’s commitment to exploring diverse sectors of national development. He recognised Cross River State’s frontline role in tourism, creativity, art, and culture as the reason for the visit to the State.
The Director-General also disclosed that the Institute will be showcasing an exhibition in October in Lagos, aimed at highlighting the outputs and policy recommendations of the course. He commended the hospitality of Cross River State, describing the reception as warm and accommodating.
The course comprises high-ranking military personnel and top public servants from federal and state governments. The visit is part of the course’s strategic orientation tour, with this year’s theme focusing on “The Orange Economy” – an economic model built on creativity, culture, arts, tourism, entertainment, technology, and intellectual property.
The highlight of the visit, which was also attended by the Secretary to the Government of the State, Prof. Anthony Owan-Enoh, and the Permanent Secretary, Ministry of Establishment and Training, Mr. Donatus Ejemot Esu, included the exchange of souvenirs and group photographs, marking another successful engagement in the course of the strategic orientation tour.
